Last year we published “Bardo---Interval of possbility ” by Khenpo Karthar Rinpoche. This year his sermons about “Choosing a pure Realm”, “The Howthe Best,the Intermediate,and the least Practitioners Die” and “fearless death” were collected and put into publication. The Shade in method of liberation is finally reaching completion, with answers to various questions about death and dharma practiced before death as well. Hence these two books will be sent to the followers together with the Bardo Package to the death, with a postal cost of $5 under certain circumstances.
ESL in Autumn 2011
HWB provided BCNY (Boys Club of New Year) with free ESL classes and parent consulting program for children aged 6 to 13. BCNY is the charity organization for children and teenagers aged 6 to 18 in America which has three places for its activities. It offers various training including afterschool program , sports, music and art. The site in New York is one residential area for new Chinese immigrants. Therefore the collaboration of HWB and BCNY aims at bridging cultural and educational gaps for adults and children in order to help them fuse into American life.
"Re-Light Mission into Baoding" --- Stage III launched, 2011
During stage I, surgeries were provided for 1007 patients in Nan, Bei, Xin, Gao four districts in the city. Stage II lasted from July,2010 to July, 2011 and provided more than 1000 successful surgeries not only for urban residents in the four districts but also fro rural dwellers in six counties including Xushui, Gaoyang, Anxin, Qingyuan, Boye and Mancheng. Totally more than 2000 cataract patients received free surgeries during the past two years, which were 100% successful and effective.

Physical counseling for people after Wenchuan earthquake
After Wenchuan earthquake on May 12th, we set up donations in USA. Meanwhile, in cooperation with the Chinese government, we launched a 3-year psychological counseling program named “We are together” in Shifang city of Deyang, a worst-hit area of Sichuan province. The year 2010 is the second year of implementing this program.
Shifang City of Deyang in Sichuan Province was one of the worst-hit areas in Wenchuan earthquake and is also the oriented area that Beijing is giving partner assistance to. The earthquake affected as many as 410,000 people in 14 towns of the city and these people are psychologically hurt to different degree. HWB joined hands with Beijing and Shifang Municipal Government. After on-site psychological counseling, damage investigation as well as feasibility augmentation, psychological experts decided to provide expertise and technical support to assist the local government to organize a long lasting professional team which was made up of medical staff and teachers capable of providing psychological counseling based on the existing strength of psychological recovery institutions and concerned resources.
During the project implementation in 2010, 50 out of 80 people in the training class of national counselor examination attended the examination in December , 2010, of which 23 people (13 from medical system and 10 from educational system) passed both the theory and the skill sections and then would receive the counselor certificates. They were allowed to provide psychological counseling officially. Another 6 students passed only one part of the exam. They can receive the certificates next year if they pass the other part. Now this team has already had experts, forming a significant milestone.
Shifang city has a population of 430,000. When the earthquake hit in 2008, there were only two people with national counselor certificates. In order to meet the goal of forming a long-lasting team, training for counselors became the priority in the implementation of the project. That is very difficult because it is a new career to the society although the concern about psychological counseling has been increasing. Based on our social development, it is full of challenge for a person growing to be a psychological counselor from merely having little knowledge about it. Many difficulties must be overcome. Through propagation and primitive training in 2009 along with the comprehensive and professional training in 2010, we have reaped great benefits from our two-year effort. Meanwhile, the counseling medical network construction has laid a solid foundation for the development of local mental health.
Meantime, providing psychological counseling to the vulnerable group is another distinguishing feature in this year, aiming at providing them with access to psychological counseling as well as offering working opportunities for the counselors. Residents realized the effect of psychological counseling through this implemented program and formed mature atmosphere of mental health concern. We provided psychological counseling for more than 2000 person-time and more than 1000 psychological tests in 2010.
We received satisfying results from the propagation of the program: this year’s brochures and souvenirs demonstrated the combination of psychological knowledge and human care. We took advantage of the mass media for better introduction to the Beijing Red Cross’s program “We Are Together” to the public via special film reviewing Wenchuan earthquake on CCTV.
Ophthalmologic Assistance
In 2010, due to the fund deficiency, we make more efforts to cooperate with other social organizations and continued providing 1170 cataract surgeries based on the existing medical stations, of which 1010 were done with Baoding Municipal Government on program “Bright Action into Baoding” and 160 with Baoding CDPF’s program “Restore The Vision”. Moreover, coats were donated to some poor patients after the surgeries.
Environmental Protection
In 2010, because of donation deficiency, the trash recycling program was suspended. But environmental protection has always been the most important mission. We will continue to propagate environmental protection and implement the program when we have enough funds.
To help new immigrants integrate into the society, we set up English classes for low-income immigrants. Spring classes, summer vocation classes and autumn classes were opened in 201 primary school in 25 districts and Queens Crossing in the center of Flushing in February, July and November respectively for 130 students per class with a total attendance of 1800 person-time. After a year’s groping, we found the teaching material suitable for new immigrants. The “dialog about current affair” class in which participants learnt English through reading newspaper received good remarks. It not only inspired students to learn English but also helps with their integration into American society and work in future.
The idea of HWB education center in New York is that education is the only way to improve our qualities and performance. Apart from English classes, we provided Chinese and Spanish classes, which were in urgent need in America; skill training for the unemployed; mental retreat programs for people in troublesome daily life.
China is a country with largest energy consumption and most serious pollution. Environmental protection thus becomes the most urgent issue.We will continue to launch the educational activity: trash classifying“Add Some Green To Beijing” in 200 schools, with a budget of RMB 400,000.

HWB─Help Without Borders
1. The ESL Program for new immigrants of New York will begin fall classes on 10/23. Due to high enrollment, we have separated the classes according to the students' level. We have also posted course curriculum on the HWB website (www.hwbusa.org), for students to review as well as provide the public with access to another opportunity to learn English.
2. HWB's website redesign began mid-October, and new information will be continually updated, so please stay tuned.
3. In addition to regular operation of the eye clinic in Jiujiang, Jingxi, the clinic in Yushu, Qinghai, began running in September. Please see the website on information regarding HWB's free cataract surgery.

Education
ESL Program
The first-term lessons of ESL (English as Second Language) of HWB in New York for new immigrants, lasted 6 weeks from May 15, came to a successful conclusion on June 19. More than 100 people attended the classes, to which students responded positively. Attendees are anticipating the Fall session.
From the Fall semester, we will give different lessons according to the degree of the students' ability and plan to put the lessons on HWB's website. It will not only facilitate the students to go over the lessons online, but also provide a window for the mass to learn English.
If there is enough space in the future, we hope that, besides giving lessons to the low-income immigrant women with pre-school children of 3-5 years old, we will also provide their children with basic English education.
ESL lessons of this time were possible with classroom provided by PS 201 of Flushing 25 School District of Queens of New York. We hereby express our sincere thanks to people concerned for their work and effort.
New emigrants of Queens interested in such lessons are welcome to inquire by phone or seek information on the internet.
b)Jiangda School Program of “Donden Chojin Association” strives on. We invite the attention of the sponsors of the 88 little lamas to remember that these little lamas still need your help this year. Funds for building schools are still being raised.

On June 4, more than 20 patients of Jiujiang Medical Station of HWB received operation on Baoding Yinghua Eye Hospital, a partner of HWB.
On June 28, free cataract operation program, cooperated between HWB and Baoding Municipal Government, was formally launched. Zhang Xinzhe, a famous singer of Taiwan, was a voluntary spokesperson for this program. Charity Foundation of Beijing Green Town participated in the planning, aiming to provide an opportunity for the indigent eye patients to recover their sight.

Psychological Counseling Services for People after the Earthquake in Wenchuan
After the earthquake on May 12th, we organized donations in the U.S. Meanwhile, in cooperation with the Chinese Government, we planned and organized a 3-year psychological counseling service program in Shifang City under Deyang, one of the worst-hit areas of Sichuan province.
Shifang City of Deyang of the Sichuan Province was one of the worst-hit areas and was also a help target in Beijing. The earthquake had affected as many as 410,000 people, distributed in 14 towns of the city. These citizens have been psychologically wounded to different degrees. An on-the-spot investigation conducted one month after the earthquake showed that juveniles, parents of victims, primary elementary school teachers and medical staff of city and township-level medical institutions suffered the most. Posttraumatic stress disorder had been found in juveniles, teachers and medical staff under continuous work in seriously stricken villages and towns. Hence, these people need long-term and professional psychological counseling services.
As the number of professional psychological counseling staff in the local place was limited, it was difficult for them to shoulder such a demanding task. It became very urgent to organize a professional psychological counseling service team to carry out PTSD (Post Traumatic Stress Disorder) relief and long-term follow-up services. HWB joined hands with Beijing and Shifang Municipal Government. After completing preliminary on-site psychological assessment and enlarging our body of psychologists, we provided manpower and technical support in assisting the local government to organize a professional team of medical staff and teachers capable of providing psychological counseling service based on the existing strength of psychological recovery institutions and concerned resources. Ultimately, the team provided post-disaster counseling services for juveniles, teachers, and medical staff, in an effort to restore and prompt recovery in their normal social functions.
We are confident that this project successfully made elaborate use of the existing counseling services for those affected by the earthquake.
We also organized a summer camp for children in disaster-stricken areas. In August, we co-organized a program named, “We Are Together” with the Beijing-Shifang Red Cross Juvenile Summer Camp and gathered over 70 juveniles from Beijing and Shifang to make various exchanges. Psychological counselors designed and attended activities that sought to eliminate continuing moods of fear and sadness inflicted by the earthquake. This allowed them to regain their confidence and to become more active again in restoring the healthy state of their lives.
b) Cataract Surgeries
In 2008, we continued to provide surgeries for 116 poor patients from the Hebei Province. In cooperation with the charity foundation of Beijing Green Town, we arranged surgeries for two groups of 36 patients from Jiangxi Jiujiang medical station. The success rate of the surgery was 100% and all the patients recovered their eyesight. While the average eyesight of the patients reached above 0.5, some recovered their eyesight close to 1.0. After the surgery, we took 24 patients to the Olympic stadium in Beijing for a fieldtrip. This project, in conjunction with Beijing Green Town has inspired us to further this project in other communities for this year. Since the start of this program in 2007, we have provided 152 surgeries altogether.
On National Eye Day on June 6, HWB and Baoding Yinghua Eye Hospital jointly organized a raffle activity called “Bright Eyes to Meet the Olympics." In 3 days, the activity attracted nearly 10,000 citizens and provided 5,000 with ophthalmologic consultations. During this event, HWB distributed 3,600 pairs of sunglasses (all of which were donated) as prizes for participants. The activity provided an activity for those who attended while informing them of the goals set by HWB. More specifically, through the display of exhibition boards, pictures, and data, the charity cataract surgery was made known.
2. Environmental Protection
We continued the trash recycling program implemented in 2007. This year we organized the "Add Some Greenness to Beijing” trash sorting program, which not only promoted recycling, but also raised environmental awareness. The scope of our program expanded to cover all national elementary schools of 8 districts of Beijing. As schools donated money to the earthquake-hit areas and canceled their milk orders in 2008, the number of participating schools was the same as that of previous year and almost all of the attending schools continued to carry out the activity. In 2008, they recycled 2.1 million packaging, up 300% over 2007.
Education
Setting up School Program in Jiangda of Tibet: to help the school of Yongey Mingyur Rinpoche in Jiangda of Tibet.
At present, the school has 103 impoverished students who require an education fee of $40 each month (provided by donors). The school raises long-term school building funds. Since the beginning of the project in April 2008, there have already been 40 donors for the school. However, it still needs funds for the further construction of school buildings.
We expect to set up English classes for immigrant mothers in New York to help them adjust to their new homes. As this project involves a lot of rules and regulations, space and financial support, we are still in the process of executing this goal.
